According to reports, the basic medical and health law was listed as the first type of project for the legislative plan of the 12th National People's Congress Standing Committee. It was drafted by the National People's Congress Education, Science, Culture and Health Committee. The NPC Education, Science, Culture and Health Committee stated that the basic medical and health law is the basic law in the field of health. The legislative work involves a wide range of issues, and all sectors of society are concerned about it. At present, the Committee for Education, Science, Culture, and Health has started the drafting of a draft law, heard a report from the National Health and Family Planning Commission on deepening the reform of the medical and health system and the construction of the legal system, and conducted special investigations in Shanghai and Sichuan Province.
